After reading many reviews and articles (~100?), reviewing and testing many responsive CSS frameworks, creating example programs in the Ember, Bootstrap, and Angular, and experimenting with several scaffolds, I have settled on cg-angular! It incorporates (Angular 1.2, Bootstrap 3, AngularUI Bootstrap, AngularUI Utils, FontAwesome 4, JQuery 2, Underscore 1.5, LESS 1.6, and Moment 2.5). It has the structure for large projects, works well on tablets, and has the utilities to speed production. It also adheres to the Angular best practices, which should help create maintainable code.
